Description and Scope of Work:
Winbourne & Costas, Inc., Inc. has been awarded a contract by the US Commerce Department to review and analyze Commerce IT presentation and support packages for proposed IT budget initiatives.  This contract with one base and options for four more has been renewed through April 2006.  Winbourne & Costas, Inc., Inc. provides the following skills and assistance under this contract:

  • Review and analysis of strategic and operational IT plans.
  • Review and analysis of IT investment proposals scheduled to come before the Commerce IT Review Board before formal presentation to the Board, to provide Board members informed evaluations of the investments against the Boards review criteria.
  • Reviews of IT management issues and policies and their implementation relating to areas such as software management, IT security, critical infrastructure protection, and system technical design of major IT systems.
  • Development of draft new or revised policy on selected IT management topics. 
  • Review and analysis of Commerce’s federated IT Enterprise Architecture Plans, including Technical Reference Models and Standards Profiles.
  • Preparation of Federated IT Enterprise Architecture Plans, including Technical Reference Models and Standards Profiles.
  • Review and analysis of Commerce Operating Unit IT architecture programs for compliance with the Department’s IT enterprise architecture and program.
  • Review and analysis of the Department’s IT architecture program and policy.
  • Review and analysis of IT security plans, certification and accreditation packages, continuity of operations plans, and other related IT security documents.
  • Preparation of IT security plans, certification and accreditation packages, continuity of operations plans, and other related IT security documents for selected systems.
  • Review and analysis of operating unit IT security programs or IT systems for compliance with IT security policy.
  • IT security penetration testing and vulnerability testing of IT networks and systems.
  • Review and analysis of the Department’s IT security policies.
  • Development of all or part of statements of work for IT network and system hardware, software, and services, and review of technical proposals resulting from issuance of solicitations for IT hardware, software, and services.

Tasks to date have included reviews of Weather Systems Information systems utilized by the National Weather Service, Financial management system and analysis of the Information Systems architectures as mandated for federal agencies.
