Fusion Center

Winbourne & Costas has assisted state and regional jurisdictions in all aspects regarding the implementation of fusion centers necessities and the baseline requirements for these centers as defined by the US Department of Homeland Security and Department of Justice.

Our firm has had unique opportunities that have allowed us to observe operations in several state and federal centers and derive best practices regarding governance, operational requirements, software and technology, facilities and the fusion process. This experience is in addition to our depth in the data systems utilized in the fusion process to include Computer Aided Dispatch records and Records Management Systems.

Our ability to assist includes:

  • Assisting in all aspects of governance
  • Determining fusion and intelligence software requirements based on client operational needs
  • Writing Request For Proposals for jurisdictions to solicit bids of qualified software and technical requirements of fusion centers
  • Sharing knowledge regarding available software products, their strengths and weaknesses and guiding jurisdictions throughout the procurement process
  • Determining facility requirements for fusion centers including physical security, special requirements for federal partners and their networks and other stakeholders in the center.

  • The State of Nebraska requires a consulting firm to assist in the Design and Implementation of the Nebraska Fusion Center.
  • This work will culminate in the consultant delivering RFPs in State of Nebraska format to purchase software, hardware, and other required items to create the center.
  • Requirements will be determined using the following methods
  • Interviews with all stakeholder included in the RFP
  • Interview with all other stakeholders in government such as local federal officials, and state and local health and transportation officials
  • Providing solutions as required for Governance of the system.
  • Baselining all relevant information systems that would contribute to the fusion process, e.g., Computer Aided Dispatch systems, Records Management Systems and other repositories of police intelligence and or reporting
  • Conducting a minimum of 3 trips to other state level fusion centers to assist in the determination of best practices
  • Ensuring all recommendations are in accordance with all guidance ad requirements from federal sources and meet the Nebraska IT standard including confidentiality, privacy and security
  • Ensure network accessibility and security for all recommended solutions
  • Identify and provide solutions for training
