Kurdistan Emergency Medical Communications Network
Winbourne & Costas, Inc. was awarded a contract by the United Nations Office of Project Services (UNOPS) to provide communications consulting services for developing a communications system for emergency medical services (EMS) in the Kurdistan region of Iraq. The World Bank, through the Iraq Trust Fund (ITF), is funding the project. The Ministry of Health of Kurdistan Regional Government (KRG MOH) in Republic of Iraq is implementing the project. Winbourne & Costas will prepare a communications network design, prepare systems specifications and procurement documentation, and assist in the procurement process and selection of a vendor to implement the system.

Information Technology Management Analyst Staffing Study
Winbourne & Costas was awarded a contract by Fairfax County, Virginia to develop a series of recommendation to Information Technology stakeholders regarding the optimal alignment of Agency IT resources, as well as roles and responsibilities with the DIT organization, consistent with the vision and mission of the County’s information technology and management strategic plan.

National Capital Region Interoperability Program (NCRIP) CAD-to-CAD Interoperability  Project
Fairfax County selected Winbourne & Costas to develop governance related requirements in support of the capabilities implemented through the National Capitol Region (NCR) Interoperability Program.  Two major components have been successfully implemented and are working: the interconnection of the jurisdictional institutional networks (NCRNet), and the data exchange hub (DEH).  The CAD-to-CAD project was the first emergency response application designed to use the DEH, using the NCRNet as the primary vehicle for secure, dedicated broadband communication.  Three of the region’s CAD systems, Arlington County, Alexandria City, Fairfax City, and Fairfax County, are currently performing operational dispatch of fire and rescue services through this CAD-to-CAD capability. 

The project is funded through an Urban Area Security Initiative (UASI) grant . The project’s objective is to develop a formal NCR-wide fiscal sustainability model and operational management plan around which the NCR can build consensus as these capabilities expand beyond the pilot and are adopted by incorporation into routine public safety operations among the participating jurisdictions.  Winbourne & Costas’ specific responsibilities include the development of the Technical Operational Plan for communications and technology support functions, which is required under Section 5 of the National Capital Region Mutual Aid Agreement and the development of a cost sharing model to support ongoing maintenance and operational costs associated with the NCRNet and DEH infrastructures and associated systems.

Winbourne & Costas was a member of the Invertix team, which was recently awarded a FEMA SETA IDIQ contract.

FEMA exercised the first option year on our FEMA Enterprise Audio Visual and Video Teleconference System Support contract.

January 2010

Winbourne & Costas, Inc. was contracted by the towns of Cohasset, Hingham, Hull, and Norwell, Massachusetts to provide project management services for consolidating 911 operations for the four towns into a Regional Emergency Communication Center (RECC).

January 2010

Winbourne & Costas, Inc. was contracted by the Northern Middlesex Council of Governments (NMCOG) to conduct a feasibility study for consolidating 911 operations for 9 cities and towns into a Regional Emergency Communication Center (RECC). The jurisdictions are Billerica, Chelmsford, Dunstable, Dracut, Lowell, Pepperell, Tyngsborough, Tewksbury, and Westford.
