- January 2010: Winbourne & Costas, Inc. was contracted by the towns of Cohasset, Hingham, Hull, and Norwell, Massachusetts to provide project management services for consolidating 911 operations for the four towns into a Regional Emergency Communication Center (RECC).
- January 2010: Winbourne & Costas, Inc. was contracted by the Northern Middlesex Council of Governments (NMCOG) to conduct a feasibility study for consolidating 911 operations for 9 cities and towns into a Regional Emergency Communication Center (RECC). The jurisdictions are Billerica, Chelmsford, Dunstable, Dracut, Lowell, Pepperell, Tyngsborough, Tewksbury, and Westford.
